Can't see the Guidance Package Manager

Greetings.
I've installed Visual Studio 2008, Enterprise Library 4.0 (May 2008), Guidance Automation Extensions, GuidanceAutomationToolkitForVS2008 and Web Client Software Factory (Feb 2008).
The problem is that I cannot access the Guidance Package Manager neither in the Tools menu option nor in the context menu of my projects. Any clues?

The Guidance Package Manager only shows up in the Tools menu if you have a solution or project opened.  This "feature" bugs me at times.
Have you previously installed EntLib3.1?  SCSF was shipped on EntLib 3.1, and getting it to work with EntLib4 requires a bit of work outlined in the Knowledge Base  article  How to: Use WC-SF with Enterprise Library 4
